Registration Policies and Rules for .台灣 Top-Level Domain Names in the Chinese Characters(Abolished)

Article 1. Applicants

1. Any domestic and foreign company, business, judicial person, if legallyregistered, and any natural person may apply for a registration.

2. The policy of “First-come-first-serve” shall apply to all applications. If morethan one applicant applies to register the same domain name, the applicationthat is received by the registrar at an earlier time shall be registered


Article 2. Policies and Rules of Registration

2. Un-registrable domain names under the .台灣 top level domain
(1) All un-registrable domain names are proposed by the related institutes and accepted by the Domain Name Committee of the TWNIC. Lists of the un-registrable domain names are available in the following webpages:

(2) The addition and deletion of the un-registrable domain names regarding the governmental agencies and their registrations are governed by the Research, Development and Research Commission of the Executive Yuan. The addition and deletion of the un-registrable domain names relating to educational institutes and their registrations are governed by the Computer Center of the Ministry of Education.
3. Acceptable Characters
(1) All domain names under the .台灣 top-level domain space shall be an arbitrary character string containing at least two consecutive Chinese 2 characters defined by the Big5 System. The English characters (A-Z and a-z, case insensitive), numbers (0-9) and dash (-) may be used but no domain name shall begin or end with a dash.
(2) The domain names between levels are connected with a (.).
(3) The total length of a domain name shall not exceed 63 bytes, after being converted by the punycode.
(4) The combination of the traditional Chinese characters and the simplified Chinese characters in a domain name is not acceptable.
4. Registration
(1) All applicants are suggested to register a domain name under the .台灣 top-level domain space in the traditional Chinese characters (e.g. 正體中文.台灣). Upon registration, the TWNIC automatically provides the resolution for the corresponding domain name in the simplified Chinese characters (e.g. 正体中文.台湾) free of charge. In addition, the same generic domain name in the traditional Chinese characters under the .tw domain space (e.g. 正體中文.tw ) will be automatically registered under the name of the applicant. For such an automatically registered domain name, the applicant may choose 1) not to pay the fees, whereby this .tw domain name will be marked un-registrable to third parties or 2) to pay the fees, whereby TWNIC will provide the resolution for this .tw domain name. If the applicant selects the option 2), the TWNIC automatically provides the resolution for the corresponding domain name in the simplified Chinese characters (e.g.正体中文.tw) free of charge. (2) In order to ensure the stable operations of the network system and to prevent any confusion to the users, the applicant is recommended to register a generic .tw domain name in the traditional Chinese characters (正體中文.tw), to enjoy the resolution for the corresponding .tw domain name in the simplified Chinese characters (正体中文.tw), free of charge. To such an applicant, the same domain name in the traditional Chinese characters under the .台灣 top-level domain space (e.g. 正體中文.台灣 ) will be automatically registered. The applicant may select 1) not to pay the fees, whereby this .台灣 domain name will be marked un-registrable to third parties or 2) to pay the fees, whereby TWNIC will provide the resolution for this .台灣 domain name and, in addition, its corresponding domain name in the simplified Chinese characters (e.g.正体中文.台湾), free of charge. (3) The “.tw” generic domain names in the Chinese characters and the “.台灣” top-level domain names in the Chinese characters are automatically generated from the “Chinese domain name character codes look-up-table.” Therefore, the applicants are not allowed to change the registered domain names. A domain name in the Chinese characters as registered and its corresponding domain names automatically given, either resoluble or not, are deemed as one registration and shall belong to one registrant. All changes to their registration status, such as being frozen, cancellation or transfer, shall be simultaneously made and effective to the domain name in the Chinese characters as registered and its corresponding domain names automatically given.

Article 3. Applications

1. All applications shall be submitted with a TWNIC authorized registrar, according to its operation rules.
2. The applicant shall click to agreed to the “Domain Name Registration Agreement” and provide correct information. Upon the registration the applicant will receive a confirmation via email.
3. The applicant has the rights to use the registered domain name beginning from the completion of the registration procedure. The “completion” shall mean when the registrar determines the applicant has completed all the registration and payment procedure and has notified the applicant the domain is ready for use.

Article 4. Resolution Services

1. The TWNIC provides the resolutions for the .台灣 top-level domain names in the Chinese characters as registered and the generic .tw domain names in the Chinese characters as registered, as well as their respectively corresponding domain names subjected to automatic resolutions.
2. All domain names with the variations and combinations of the registered domain name(s) according to the “Chinese domain name character codes look-up-table” will be marked as un-registrable to third parties but no resolution services will be provided thereto.

Article 5. Fees

1. Administration fee for the .台灣 top-level domain names in the Chinese characters: NT 800 per year.
2. System-setting fee to activate the domain names automatically given to the registration of a .台灣 top-level domain name in the Chinese characters or a generic .tw domain name in the Chinese characters: A one-time payment of NT 200. This fee is not collected during the promotion of the .台灣 top-level domain names, unless the Fee Collecting Committee of TWNIC otherwise decided and approved by the National Communications Commission(NCC).

Article 6. Releasing Schedules

The .台灣 top-level domain names in the Chinese characters will be released for registration from 14:30, October 14, 2010.

Article 7. Dispute Resolution

1. All applicants shall agree that all disputes between the applicants and third parties regarding the domain name registered by such applicants shall be subjected to the dispute resolution mechanism under the “TWNIC Domain Name Dispute Resolution Policy” and the “Rules for the TWNIC Domain Name Dispute Resolution Policy,” as published by the TWNIC.
2. When seeking the protection in the rights and interests relating to a domain name, the interested party shall submit a complaint against the registrant of the related domain name as registered or automatically given with a domain name dispute resolution institute authorized by the TWNIC, pursuant to the provisions of the “TWNIC Domain Name Dispute Resolution Policy.”
3. No matter whether the subject matter of the complaint is a registered domain name or an automatically given domain name, the decisions of thedispute resolution mechanism shall have the same effects to all thecorresponding domain name(s). In collecting the fees for the domain name dispute resolution the batch of these cases shall be seen as one complaint.

Article 8. Miscellaneous

The policies and rules in is Announcement shall come to effect upon the solution of the Domain Name Committee of the TWNIC. Same shall apply to revisions thereof.
